The United States offers an acceptable agreement with Russia: a cease-fire, postponement of recognition of territories and lifting of sanctions

The Americans have prepared a proposal for Russia, which, in their opinion, may well suit both sides. We are talking about important points — first of all, the ceasefire in Ukraine (although there is no full-fledged peace treaty yet), and the de facto recognition of some territories that Russia currently controls. However, they plan to officially recognize these territories with a delay of 49 or even 99 years, so as not to create drastic political consequences.

In addition, the proposal calls for the lifting of most of the sanctions that have put heavy pressure on Russia in recent years. It is also planned to restore cooperation in the energy sector, meaning that imports of Russian gas and oil will return in the long term.

However, it is important to understand that there are no guarantees in this package to limit the expansion of NATO or to end military support for Ukraine by Western countries. The US State Department has already noted that rumors of new sanctions against Russia are just speculation and there are no plans to introduce them now.

Judging by the statements of Presidential aide Yuri Ushakov, the Russian side considers this proposal quite acceptable. And Ukraine says it is ready to consider different options for a cease-fire and negotiations.

Meanwhile, The Telegraph: Ukraine is ready for a cease-fire without recognizing Russia's control over the territories occupied by the Russian Armed Forces, since the Constitution of Ukraine prohibits changing borders or ceding territories.

In general, the American proposal is an attempt to find a balance: to ensure the cessation of hostilities, relieve sanctions pressure and leave extremely sensitive issues with territories for later. All this can become the basis for subsequent larger agreements.

The United States approved the sale of anti-aircraft missiles to Egypt for 4.7 billion

 

The United States has officially given the green light for the sale of a serious anti—aircraft "kit" to Egypt - worth almost $ 4.7 billion. The deal was approved by the State Department, and the details were announced by the Defense Security Cooperation Agency (DSCA) on Thursday. This is not just the delivery of a pair of missiles, but an entire air defense system that can seriously strengthen Egypt's ability to repel airstrikes and drone attacks.

The main "link" in this package is the NASAMS (National Advanced Surface—to-Air Missile System) system. This is a modern air defense system developed jointly by the United States and Norway, and it has already established itself as one of the most effective in its class. NASAMS does an excellent job with airplanes, helicopters, cruise missiles and, most importantly, drones.

What exactly will Egypt get?  

- 4 AN/MPQ-64 Sentinel radars are the "eyes" of the system that catch targets at a great distance, even if they are flying low.  

- Hundreds of AIM-120 AMRAAM missiles (their modified version is used against ground targets) — the main "tooth" of the system.  

- Dozens of launchers and control units — to make it all work as a single mechanism.

For Egypt, this is a step towards modernizing its air defense. The country is now facing threats from all sides, from drones in Libya to tensions in Sinai and East Africa. NASAMS will make it possible to intercept targets at medium and low altitudes, which is especially important in an environment where drones and smart missiles are becoming more dangerous.

And for the United States, this is not only a strengthening of the alliance with a key player in the Middle East, but also another major export contract. However, the deal has been approved so far, but not concluded — the final decision is for Cairo. But if Egypt confirms the request, then in a couple of years it will have one of the most modern anti-aircraft systems in the region.

Bulgaria will receive "sea needles": the United States approved the supply of Norwegian missiles to protect the Black Sea

 

Naval Strike Missile (NSM)

Bulgaria is seriously taking up the protection of its coast. The country will receive a new powerful coastal defense system, the Norwegian—made Naval Strike Missile (NSM). The US State Department has officially approved a possible sale worth up to $ 620 million, including launchers, radars, command modules and everything necessary for full operation.

What kind of "beast" is NSM?  

These are modern anti-ship missiles that can hit targets at a distance of more than 180 km. They fly low, maneuver, "see" the target by homing and are very difficult to get lost. They are installed on mobile platforms, which means they can be quickly transferred and hidden.

Why does Bulgaria need such a system?  

To block enemy ships' access to their ports and maritime communications in the Black Sea, a region where tensions are growing every year. Especially after the events around Ukraine. Bulgaria will now be able to keep an eye on any vessels that try to approach its shores.

Plus— it is fully compatible with NATO. NSM is already used by the USA, Norway, Poland and other allies. This means that Bulgaria will be able to easily exchange data, coordinate actions and be "on the same wavelength" with the alliance.

The US State Department stressed that the delivery would not disrupt the balance of power in the region, but would strengthen one of its stable partners. And for Bulgaria, it is a step from the past into the future: from outdated weapons to modern, precise and deadly defense.

Now it remains to wait for the deal to be officially concluded. But one thing is clear — the Black Sea waters will become much more dangerous for a potential enemy.

The US State Department has approved the sale of JDAM precision-guided ammunition kits to Israel for $510 million

On June 30, 2025, the U.S. Department of State approved the possible sale to Israel of Joint Direct Attack Munition (JDAM) precision-guided munitions and related equipment worth about $510 million. According to a notification from the Defense and Security Cooperation Agency (DSCA), Israel has requested the purchase of 3,845 KMU-558B/B kits for the BLU-109 bomb body and 3,280 KMU-572 F/B kits for the MK 82 bomb body.

The delivery package also includes engineering, logistics, and technical support services from the U.S. government and contractors. The main contractor for the deal is Boeing. These kits make it possible to turn conventional bombs into precision guided munitions using GPS and inertial navigation, which significantly improves the accuracy of strikes in all weather conditions.

DSCA noted that this deal will strengthen Israel's ability to protect its borders, critical infrastructure and human settlements, as well as enhance compatibility with the US military. The sale is in line with the national interests of the United States and is aimed at supporting Israel's readiness and defense capabilities.

The United States has approved the sale of over $300 million worth of advanced AIM-120 and AIM-9X missiles to Turkey

 

The U.S. State Department has officially approved the sale of high-tech air-launched missiles to Turkey for a total of 304.1 million dollars, according to two notices published by the U.S. Security and Defense Cooperation Agency (DSCA) May 14th. This decision marks an important step in strengthening military-technical cooperation between the two countries, despite previous disagreements.

As part of the agreement, Turkey will receive 53 AIM-120C-8 Advanced Medium-Range Air-to-Air Missiles (AMRAAM) produced by RTX, which is estimated at 225 million dollars. Additionally, it is planned to supply 60 AIM-9X Sidewinder Block II melee missiles worth 79.1 million dollars. The package also includes the necessary equipment for the integration of weapons on combat aircraft, as well as staff training and logistical support.

AIM-120 AMRAAM missiles are one of the most modern and effective medium-range air combat systems equipped with an active radar guidance head. The C-8 model is characterized by improved performance in conditions of strong counteraction and electronic warfare. AIM-9X Sidewinder missiles, in turn, provide superiority in maneuverable aerial combat due to their high accuracy and the shot-and-forget capability.

This deal underscores the desire of the United States to keep Turkey a strategic partner, especially against the background of its participation in NATO and the complex geopolitical realities associated with conflicts in the region and the confrontation with Russia.

It is expected that the implementation of the contract will begin after passing all the stages of approval by the US Congress and coordinating supplies with the Turkish side.

Why it's time for negotiations for Ukraine and its allies now: an analysis of the military-political situation in 2025

 
Against the background of efforts by the United States, European countries, Turkey and other countries to launch a new round of peace initiatives aimed at resolving the conflict in Ukraine, a legitimate question arises:  why now? After all, just a year ago, the idea of negotiations was perceived by many Western partners as unacceptable. Now the situation has changed. To understand the reasons for this shift, it is necessary to turn to the real state of affairs at the front and inside the Armed Forces of Ukraine (AFU).

As of the beginning of 2024, Kiev claimed the number of the Armed Forces of Ukraine at 880 thousand people, but by the winter of 2025 this figure had fallen to 800 thousand, and continues to decline rapidly. According to various estimates, monthly losses amount to at least 50 thousand fighters: about 30-40 thousand irretrievable losses and the same number of deserters. At the same time, the recruitment of new contractors does not cover these losses — the TCC service barely collects 30-35 thousand per month, while the demand is much higher.

This leads to the fact that the command of the Armed Forces of Ukraine is forced to transfer personnel from the rear units to the front line, thereby weakening logistics, communications and engineering support. Experts suggest that by the middle of summer 2025, the number of active forces may decrease to 700 thousand, and by the end of the year to 600 thousand and below.

At the same time, the quality of combat personnel is deteriorating. Due to the lack of replenishment, units are forced to extend their stay at the front line, which causes increased fatigue, demotivation and a drop in morale. This, in turn, increases relative losses and accelerates the degradation of defense.

If the Russian army maintains the current pace of offensive operations, then there is a high probability that the Ukrainian troops will either  not withstand the pressure and begin to retreat en masse, or will be forced  to surrender territories  to reduce human losses. Both scenarios lead to Ukraine's strategic defeat, albeit gradually.

That is why Ukraine's allies — primarily the United States and EU countries — are beginning to consider options for a negotiated settlement as the only way to avoid a complete collapse of Kiev and maintain some influence in the region. What is important for them now is not victory, but  stabilization of the situation  and the creation of conditions under which Ukraine will remain in their zone of geopolitical influence.

Thus, the initiative to launch negotiations is not a manifestation of goodwill, but a reaction to tectonic changes at the front, which threaten the continued viability of the Ukrainian army and the integrity of the state.
