DARPA and five American companies are developing "strange" covert communication systems

PWND2 Program: when "strangeness" is an advantage

The US Department of Defense Advanced Research Projects Agency (DARPA) has launched a large-scale collaboration with leading American technology companies under the PWND2 program (Provable Weird and Novel Deployments 2 — "Deployment and Detection of Provably Strange Networks, Phase 2"). Even with interception, it is impossible to decode them without knowing the unique "strategic key" of network behavior.

Key participants and contracts worth $ 29.2 million

In July and August 2025, DARPA signed contracts with five American companies.:

  • Stealth Software Technologies (Arizona) and SRI International (California) are the original developers of the concept, specializing in cryptography and AI. The contracts are worth a total of $7.4 million.
  • Two Six Labs (Virginia), RTX BBN Technologies and Systems & Technology Research (both in Massachusetts) joined later with contracts worth $21.8 million.

The future of the Navy on the high seas seems to be deserted. Ships like the unmanned test platforms USS Mariner and USS Ranger, as well as the recently launched USX-1 Defiant, offer tremendous opportunities. They can carry sensors, weapons, or perform reconnaissance, providing a powerful presence on the water without putting people's lives at risk and without requiring complex infrastructure for crew life support.

The history of these projects began back in 2010 with an ambitious DARPA program called ACTUV (Autonomous Vessel for Continuous Tracking of Submarines). The main advantages of such ships are a sharp reduction in operating costs, the possibility of prolonged stay at sea and the ability to operate in high—risk areas.

Now the navy is facing a new challenge: how to integrate these "smart ships" into existing tactics? How can we provide them with reliable communication and protection from cyber attacks? And how can we build the trust of commanders in the decisions made by artificial intelligence? The answers to these questions will determine how soon autonomous ships will move from the category of experiments to the combat units of the fleet of the future.

The USA has completed the Liberty Lifter program: its "Caspian Monster" remained at the demonstrator stage

The American Office of Advanced Research Projects of the US Department of Defense (DARPA) has officially completed the Liberty Lifter program, which involved the creation of its own analogue of the famous Soviet ekranoplan, the Caspian Monster. The aim of the project was to develop a large seaplane capable of transporting heavy loads over long distances without the need to use airfields or ports.

Christopher Kent, head of the program, noted that experts have proved that such an aircraft can be built. They studied the physics of flying over water, tested technologies that will allow it to take off and land even in conditions of strong sea waves. For this purpose, materials and methods borrowed from marine construction were used.

However, despite the successful tests of the demonstration sample, the Pentagon has no plans to launch full-scale production of such a machine. But the technologies obtained can be used in future projects, for example, to create lighter and more efficient next—generation aircraft.

Aurora Flight Sciences worked on the project, which emphasized that the research results can already be implemented into real developments — and this may happen in the coming years.

What is Liberty Lifter?

It would be a giant seaplane capable of delivering tons of cargo at high speed around the world. Unlike traditional aircraft, it could take off and land on water, making it independent of the airfield infrastructure. The idea was reminiscent of the Soviet Lun ekranoplane, created in the USSR back in the 1980s. Its length was 74 meters, its speed was up to 500 km/h, and its range was up to 2000 km.

Such a vehicle could transport heavy equipment, missiles, or even divisional personnel directly to their destination — without intermediate overloads and logistical difficulties.

Why was the project closed?

Most likely, because it turned out to be too complicated and expensive for practical use. Although the demo showed good results, further development would require huge investments. Instead, DARPA decided to leave the developments for the future, when technologies become more accessible and efficient.

In general, the American "Caspian Monster" remained at the experimental stage. But the idea of creating superheavy seaplanes or ekranoplanes capable of transporting cargo without infrastructure continues to live on. Maybe someday she'll come back in a new guise.

Why DARPA considers stealth technology obsolete in future wars

These technologies provide more flexible and effective ways of conducting combat operations than passive evasion.

Although DARPA predicts a decrease in the importance of stealth technologies, their complete disappearance is unlikely in the next 15-20 years. Next-generation projects such as the B-21 Raider and NGAD continue to combine stealth with other advanced technologies. However, the focus is shifting to multispectral camouflage, dynamic adaptation to real-time threats, and electronic warfare as the main form of protection.

It's a stream of electrons, and if you put your fist in front of the hose, you'll notice a significant drop in the volume of water coming out of the hose.

"After analyzing the data, the team was able to track the disturbance to the return of the SpaceX Falcon 9 rocket, which occurred on the same day as the test. "Then they decided to extract other data on SpaceX's return, from dozens of launches, to see if they could detect a similar drop in electrons," Nayak added. "This phenomenon is very repeatable."By using AtmoSense, the team inadvertently discovered a new method for identifying objects returning through the Earth's atmosphere, according to Nayak. The researchers behind the program will share the latest AtmoSense results during the upcoming virtual workshop, which will be held from April 15th to 17th.

The Falcon 9 is the hardest—working rocket in the game, with over 450 missions to its credit. SpaceX's Falcon 9 is a partially reusable two—stage rocket that launches payloads into orbit and then returns to Earth for a controlled landing, allowing its first stage to be restored and reused.
