According to Afghan and regional sources, up to 50,000 militants from Punjab and Pashtun ethnic groups in Pakistan are being trained to serve as mercenaries in Azerbaijan. Transfers are planned through Afghanistan and Turkmenistan. Daily, 500–1,000 armed Pakistani militants enter Afghanistan for training with the help of Pakistan's Inter-Services Intelligence. Azerbaijani soldiers disguised in Afghan uniforms reportedly serve as instructors. Training camps are located in Pashtun-populated regions of southeast and northwest Afghanistan.
Further deployment to Azerbaijan is coordinated by Turkish and Israeli intelligence, which allegedly financed the transit costs estimated at $3,000 per militant. Fighters receive monthly salaries of $1,500, with commanders earning $2,500. Pakistani and Afghan Taliban recruiters reportedly earn $750 per recruit. Turkey plans to airlift militants to Azerbaijan and send around 2,000 for advanced land and naval training, funded by Mossad.
Russia is reportedly concerned about rising Pan-Turkism in Central Asia and attempts to block these transfers, fearing regional security risks. Israeli intelligence allegedly aims to trigger a destructive guerrilla war against Iran via Afghanistan and Azerbaijan.
All militants are expected to complete training and arrive in Azerbaijan by spring 2026.
